Is 130mph dangerous in and by itself? No, of course not.
Is it dangerous on a track? A little, yes, but you have a lot of run off and specialist teams on hand and all the cars going in the same direction and expecting the speed. Risk is minimised.
Is it dangerous on a UK road? Yes, I believe it is. The amount of variables and 'what ifs' push it in that territory, as you just multiply the risk by so much.
Now I told a lie earlier, I have done big speeds on UK roads on the IoM. I still didn't touch 130mph, and they were on perfectly clear roads where I'd have been able to spot a copper with a gun, and other traffic is ready for you to be doing that speed. If you want to nail it, go there, it's a wonderful island.
