Soak in WD40 overnight. Hold the "mounting clip" with a set of vise grips, otherwise you will rip the bumper when you turn the bolt. The head of the bolt will probably snap off, but no drama as plenty new bolts and clips in stock.

Another thing to consider is converting to manual choke, keeping all the parts to perhaps convert back to auto at a later date, to retain the originality.
