Perhaps, but look at Williams: Last year they were nowhere, just 5 pts for the whole team (the same as in 2011), but this year they're third above Ferrari and McLaren. Okay, so they have the Merc engine, but so do McLaren and Force India. What I'm getting at is that they've made genuine progress, whereas Caterham and Marussia have gone backwards.
It was a fresh start this year for all, and while the big guns would always have had the head start due to having the money, with the right people in place in the engineering department it was still possible to jump up a bit.
And all that said, I really don't want to see 3-car teams.
