My phone came preinstalled with KitKat, seems very stable and not crashed once, there are a few apps that aren't fully compatible with 4.4 but sure the most popular ones will be soon.
really not much difference between 4.3 and 4.4 just a few tweaks here and there

if the older pc you have has 2 ide connectors (which it will have - 1 normally into exisitng hard drive and 1 into a cd/dvd drive) - unplug the dvd drive and connect your hard drive to that (checking that the jumpers are set to auto or slave) - you will then be able to start that pc with its normal hard drive and your old HD shows up as effectively storage space
I should have explained myself better, like above put the drive on the cd/dvd ide as a slave
depending on the bios you can sometimes get to a "boot menu" so you can pick which drive to boot from, usually one of the higher number F keys.
yeah and the zxyel as more ram i think, the dlink one will get speeds about 10mb per second where as the zxyel can do 50mb+ ( copying large files from my zyxel to my pc averages around 70mb)
isn't the dlink one only Serial ATA-150 the zxyel is 600 (also depends of the hard drives installed)
the synology range is also good but expensive
almost sure the one in your link would a little too slow at reading/writing files, i went for a zxyel 325, a little more money, maybe could do with better build quality (cheap plastics) but should be a lot faster
