yes his top speed is 23 mph but he's nearly at top speed from the start, car is heavier takes longer to reach same speed. i reckon it would be close.

Looks to me that when launched properly zeds do an 1/8 of a mile (200.5 metres) in 8 seconds... so my guess is a zed would take around 5-6 to do 100metres. Bolt has no chance

but you hav to take into account the cars fastest section is the 2nd 100 metres. at that point its rate of acceleration is exponential. first 50 metres is where it counts and it depends on acceleration.

to reach 27m/s in 6 seconds requires acceleration of about 4.5ms^2

 

In short, at 60mph you will have covered around 81m. the remaining 19m taking just .7 of a second at the 27m/s if acceleration stopped. Zed will cover the 100m in or under 7 seconds.

Get a bike (the pedal-driven variety), make up some amusing/rude fake numberplate & stick it on the back, find a quiet residential 20mph speed camera. Make it flash all evening.
