Depends on the organisers. Once they hit a certain number of cars inside and the car parks hit their limit, they turn people away. Irrespective if you have a ticket or not. Well that's what happened last year.

In previous years there hasnt been a problem getting on the pitch late apart from traffic in the area. I believe last year was a bit of a shambles though. Our pitch is usually near the gate so I would have thought there would have been a problem. Probably worth checking out the Q/A section of the Japfest site.
