Hi and welcome to the forum. If your wiper arms are only rusty then best just to remove them and prepare and repaint, as new arms are very expensive If you decide that you really do want new arms then I can supply. Alex.

Could well be a wheel bearing mate, especially if the tone changes when you apply or remove load. Get it jacked up and check for play and noise form the hubs. Alex.
