the bulb in the picture above is actually your high beam and the one with the silver box on the back is your dipped beam as mentioned, check the fuse first. but as you point out the bulb has a look to it of being blown, if that's so you may well need a new HID bulb. Also the problem could lie with the ballast which is attached to the underneath of the unit. check & replace: fuse bulb ballast in that order

to be honest i think the flare will be difficult to get off without spoiling the image. the brake light is over exposed so there isnt the information round it to work with as its just bright white/red.
