He's just reducing the money they have available for legitimate road repairs. He should make sure the entire penis is contained within the pothole, so that then the repair covers it and negates the need for money to be spent on cleaning it. Having said that, the roads should be repaired in a decent amount of time in the first place! Quote

My local council would end up just cleaning the paint off (at those inflated council prices to boot) and then forget to actually repair pothole instead. Quote
