You can apply to DVLA but there is a charge t don't know how much. If it is unlicensed though and even if they agree to sell you the plate then that may make it harder to transfer.

My friend self financed his commercial pilot licence and was fortunate to land a job flying cargo planes but he has had to relocate to SE Asia somewhere. However he is missing out on his son growing up and there are others who did the same who haven't got jobs. -
Just done my 08 Jeep and passed with no advisories, they even swapped the spare tyre and tyre pressure sensor over for a small price. Good service too.
