Is there any fair play in F1?
That's the problem Dave, they draw up rules and the teams bend them to the furthest limit possible and often beyond. Teams have been fined/banned for illegal fuel, oversize fuel tanks, obtaining rival teams car designs, crashing deliberately, underweight cars and just look at Mercedes who got away with testing their car when testing clearly wasn't allowed. Other sports have different problems, doping in Cycling, Athletics, American Football, Horse Racing, throwing games for financial gain in Snooker and Cricket, Shocking gamesmanship, thuggery and out and out cheating in Football. To add to that F1 has one of the most corrupt sporting authorities in the world although to be fair, nobody comes close to FIFA or The International Olympic Committee when it comes to corruption/bribery. Rant over!
EDIT, one of the most bizarre incidents in Motor Racing involved a couple of Racing Drivers called Tony Dean and Bobby Brown. They set up a Formula 5000 team in the late 1970's and would race, fairly competitively it must be said in both The British F5000 and The American F5000 series. It turned out though that whole racing thing was an illegal front for smuggling cigars into The U.K as their spare car would be packed to the hilt with hidden cigars. Dean, now deceased, was caught and did some time in prison while Brown never returned to The U.K.
