    Probably some legit reason, admin probably busy as they're all doing this on a voluntary basis. Save it into word and then you can copy and paste once you find out what the problem is. There is detailed info on what's allowed so might be worth checking you haven't violated any rules.

    I'm not sure the fine is worse than points as that'll increase your insurance too and if you kept getting points then you'd lose your license, game over.

    I think it's just the initial cost that probably stops people doing, I agree longer term not additional costs.
