have you tried the 3rd fuse box in behind your battery mate, you have to take off the plastic battery surround and you will see another fuse box in behind the battery, bit of a pain in the hoop of a job to check but i would suggest this is probably where the problem lies, think its a 10 amp short arm fuse if i remember rightly that will have blown hope this helps

there is no such on the spot fine for having tints that are too dark, they will either tell you to get them removed by a professional or ask you to remove the film on the spot, if you are stopped again by the same officers(hard luck lol) then they may issue a fine for failing to adhere to warning if the tints are exceptionally dark but tbh its not really something they are likely to do you for these days

yea as alex has said if you are clearer with exactly how much you are wanting cash wise your way then you may get a better response

if the dask kit is a good fit from the mould then id be interested in that for sure
