What is this paint fault?

I have this weird mark on my paint just below the drivers window and I'm not sure what it is. It doesn't seem to be coming off with washing/hand polishing.

Is it above or below the clear coat? Can you feel it on the surface with the tip of your finger nail?

It's very hard rubber if I recall. I had some heavy crud built up on mine. 2 mins with a magic sponge shifted it

So before I do something stupid, when you say a magic sponge do you mean this?

I've got some of them in my house always wondered what they were, they just disintegrate when ever I've tried to use them on the dishes

 

as for magic sponges, this is the only one i'm aware off.

i use the flash ones...get them from any supermarket...couple of quid for a 2 pack

I didn't think bits were clear coated, have you got any pictures of your damage at all?

Im bit so sure its clearcoat in the strictest sense but its something forming a top layer if memory serves.

Sorry guys i've gotten completely sidetracked the last couple of weeks, will try tonight to use some clay to see if I can remove it. Might pick up some of those sponge things from Tesco as well just in case.
