Its cheaper than a respray and doesn't devalue your car as its only temporary...........of course it won't be as good as paint though!
If I wanted to change my car colour my main concerns would be the cost of the respray ( £2k-£3k) plus the loss in value of a respray (maybe £2k-£3k on a £20k car) means a respray would lose you £4k-£6k in total.
Or pay £1500 for a wrap and when your bored, take it off, win win if you ask me

What you've been offered seems pretty reasonable to me.................when the loss adjustor is looking for comparables they will ignore the colour so will be seeing all the GM/silver cars available with similar mileage for £9k +/-
I also doubt that they will be informed enough to know that the cars at the cheap end of the market are lower spec imports etc.
I would expected them to offer you something horrendus like £6k. At least what they have offered you could get you straight back into a uk car of similar spec without you needing to put your hand in your pocket
