No, afraid not, most of what you want done is fairly straight forward with the exception of the dash lights which will involve the whole display coming out, speedo recalibration and a rather large labour bill. Blue and yellow together are two of the most complimentary colours apparently, it has something to do with them both being primary colours I think.

They do vary from make to make and some can be affected by metalised windscreens. The black dotted area of the windscreen is the non metalised area
