Yes you are correct and that used to be the case but generally the Intel cpu's of today run with a base clock (BCLK) of 100mhz and you can only really adjust the multiplier. Dont know about the current range of AMD chips though

Certainly is in the current range of Intel chips
Its normally done my increasing the multiplier within the motherboards bios, but in the case of current intel chips you do have to have a factory unlocked cpu. For example on a i72600k (the k means its unlocked)
