Rust within wheels / alloys - Problem?

On my wheels/alloys there is rust on the inside part (not sure of the technical name for that part).

 

I've attached a photo below of what I'm talking about.

 

How would I go about getting this restored / fixed? Also, is there an safety or performance issues with them being like this?

 

 

 

Ps: Wasn't sure if this should go in the Tyres section, so sorry if it's not in the right area!

That's the brake disc bell. They do that.

 

It's only surface rust, so you can, 1) live with it without any issues or, 2) paint it and make it look prettier... until you change the discs at least.

That's the brake disc hub.

 

Just take the alloys off, wire brush as much rust off as possible and then use some paint like Hammerite or something. Just don't paint the face where the wheel sits against it.
