Nistec used be excellent back in the day for servicing but I’ve not heard much about them in the last few years.

Are you capable of carrying out the work yourself?
4k would get you there with a SC if your handy with a spanner , a bargain hunter and do the bare minimum required.
It’s very rare to see a second hand TT kit come up for sale and currently nobody makes a RHD TT kit for DE cars.
As for engine swaps, 4k will get you no where

Having done options 1&2 I can safely say option 3 is the best option.
Unless your mental like like some of us and find it impossible to be without a z
