Passenger wing mirror won't fully fold in without assistance

As per the title, I went to fold the wing mirrors in (as I do every day in work) and whilst the drivers side folded in perfect, the passenger side only folded in to around half the amount it should do. With the smallest amount of assistance by hand it folds fully, and will fully extend fine with no help whatsoever. I have also noticed that it folds in a bit more when the engine is running than when it is not.

Has anybody else experienced this, and if so how was it fixed?

I did try spraying some WD40 but it is impossible to see behind the mirror!

Saw all these replies and thought someone actually had a great solution- instead I'm not even sure what you mean ricey haha.

And no it definitely is not frozen!
