Changing reg plates - confused by DVLA

So the current plate owner (a good friend of mine) completed the V778 retention doc with my details and gave it to me to send with my V5C last week, but I got the the left half of the V5C back yesterday along with a note saying that they didn't understand why I sent it to them!

 

Very confused - never changed registration before but I really like the new plate number!

 

What is supposed to happen, is this process normal?

Thanks but i did the paperwork old fahioned way, online only works mon to fri! Now regretting it

DVLA = f***ing useless.

 

Ring them up, it's the only way now.
