Looks like there's something more going on - wasn't just a random attack - one of the people he drives at throws something at the car when he comes back around, that's not the behaviour of someone surprised by an accident, that's someones response to an attack - an attack they expected?

Looks like the aftermath of a wee spat in the pub. Hopefully the guy they arrested is the right one and they charge him with attempted murder.

That's a targetted attack, not a random incident.

Completely, everything there was deliberate. Looks like row on leaving pub, bloke goes get his car, comes back and attempts to mow down a specific man. Otherwise why didnt he target the other two neither of whom seemed too worried about being driven at.
