Having a provisional doesn't mean you can't drive, it just means you haven't passed a test on how not to drive (The driving test is utterly retarded).

I drove on a provisional back in the 80's, so I can't really get all sanctimonious.

Hell, I probably broke half a dozen highway codes and a law or two on the way home tonight.
