Yup - 2 or 3 nights in Paris.

 

Eurostar from waterloo.. (get 1st class for you use the VIP lounge and get food / drink thrown in..

 

Stay in one of the 'Les Hôtels de Paris' chain of hotels, such as: http://www.parisby.com/lutece/index.html (were the wife an I went for her 31st).

 

See the sights, the Mona Lisa @ the Louvre, Notre Dame... or just walk through the quiet streets and sample the local food and drink..

Unless you know the weather will be OK on the day I'd knock the balloon ride idea on the head right away. They don't fly when it's raining and it could be your fifth aniversary before you get up there....
