For something cheap but still competitive, I’d build the costume around clothes you already have and then add one standout piece. A colourful dress or patterned robe could easily become a fortune teller, eccentric witch or vintage character with some dark make-up, jewellery and a homemade prop.

Rooh London has colourful hand-block-printed dresses and robes that could work particularly well as the base of a more unusual costume: https://www.roohlondon.co.uk/, They’re made with traditional printing techniques and have enough character that you wouldn’t need loads of extra bits to make the outfit interesting.

For the last-minute part, charity shops are definitely worth a look for hats, scarves, jewellery and old accessories. A bit of clever styling can make an inexpensive outfit look properly thought out rather than thrown together.
