leave it till its completely dry, not just touch dry, usually 4+ hours is ok but to be safe leave it at least 8 hours

 

if using wet and dry make certain it is 100% dry

^^ What he said. Best to wait till your primer is 100% dry before trying to sand it otherwise it will just start coming off in clumps where it's still wet.

 

If your using wet & dry sand paper then just put a small amount of washing up liquid in a pot with some warm water and use that to dip your sand paper into. The water just helps stop the paper clogging up so quickly but I always find I get a better finish using wet paper than dry. ;)
