Some cheap winter wheels..

I'm looking at some cheap winter wheels after a slight mishap.. Can anyone confirm if the following wheels would be ok with the adapter they talk about?

Also with a 8.5 and 9.5 wheel what tyres would be required to not confuse TC?

 

also when people say 8.5j or 9.5j what does the j mean?
