Buying a cat X car with missing/altered VIN.

Cat X cars are classed as non listed cars once they are repaired. Unlike Cat S and N. 

I’ve been looking on copart, and seen a few category x cars with a missing/altered VIN. 

Surely they can’t be stolen as they wouldn’t be available for auction. How would this be rectified? Would it have to go on a Q plate?

it could be stolen and recovered and sold off by the insurance company that issued its contract with the previous owner?
