Help with my sisters citroen c2

Guys, my sister is having trouble with starting the car.

 

It will turn over but then revs drop and engine dies. This can happen several times beofre it starts whereas other times it will start without any trouble.

 

Any ideas??

blocked fuel filter maybe? knackerd fuel pump? just guesses but worth a try
