Throttle Controller - What does it do?

Hi there,

 

I'm a fairly new 350z (de) owner I have tried searching for my answer but can't find specifically what im looking for (probably my lack of search talent )

 

Is the throttle opening restricted in the low gears and throttle controller eliminate this? Or is it literally just a 'placebo' performance enhancer that allows you to alter the OE throttle map? i.e. 20% pedal = 10% eco, 50% sport
