Oooooo - Ill bet the pikeys that have no insurance made every effort to ensure that they made the DVLA aware of their correct address.

 

Those without insurance will probably not have the vehicle registered correctly either, so it will make chuff all difference for the most part, just catch out the mainly law abiding folk who just forget.

things are improving slowly though compared to say 20 years ago.

 

we now have ANPR cameras on alot of roads, plus ANPR in most petrol stations. they pick up alot of anomolies it should help, and its getting harder and harder to not register something properly.

 

even the MOT's now connect to the DVLA so that a car history can be more thoughly checked for mileage etc.

The problem there is they never register their vehicles to their own address, they generally register their vehicles to addresses that have some distant link them them.

 

The problem with insurance is that unless the fines are of a cost that is more than the insurance premium, it wont work. You see it all the time now when the police issue a £200 fine and seize the car under 165 RTA. The driver will carry on in the future as their insurance is still 5x the cost of the fine and they risk getting more points in the meantime as points on a license means nothing if you don't care in the first place.

 

It's like my pet hate, using a mobile phone whilst driving. The £60 and 3 points isn't enough to put people off. If it was £200 and 6 points, I bet people would think twice.

 

However, anything like this is progress. I'm all for punishing those who cause everyone else to pay more to use their cars.
