I'd use Sony Vegas Pro, but its not cheap!

 

You might be able to get the effect you want using Windows Movie Maker (comes free with windows and can usually be found under accessories in the start menu, if you've not got it i think you can download for free from the windows website).

If you load you clip into the timeline, select the clip, then click effects. Scroll down and select "Speed Up". You can do this a number of times to increase the speed.

you want to use an effect called something like averaging or motion trail. Its a process of mixing a series of frames over each other to make one frame so creating the streakiness of timelapse. If you just timestretch it it will just look like something out of benny hill.
