The driver is just an easy target for the goverment and the police to make the figures look good. Think James May said it best "Ken Livingston, for deciding that if you earn a living and pay tax, and spend some of what's left on a car, and then pay value added tax on that, and then buy some road fund license tax to put the car on the road, and then pay fuel duty tax on the fuel, and value added tax on that fuel duty tax, you should then pay 25 pounds TAX! to drive into the center of the capitol" Someone on another forum had a brilliant idea, all the british car clubs like this one get all the members on the main motorways and dual carriage ways sit in all the lanes, and sit at 50 mph, would create havic.
