Power Steering Leak/Problem

Right, I was under the car fitting Superpro bushings and noticed a leak coming from a 24mm plug, looks like a drain plug directly below the UJ. I found it was loose/not very tight so didn't think twice and got the spanner on it. When I finished and started the car I discovered that my steering was incredibly heavy/notchy/horrible. Couldn't think what else it could be so loosened the 24mm plug a little and power steering returned, as did the leak.

Could someone tell me what it is I'm tightening/loosening and a rough idea about what to change to fix the leak and what torque to tighten it to during reassembly would be greatly appreciated. Also if its not meant to be done up tight what am I likely to of damaged.

Its for pinion adjustment factory set i would say best let a garage have a look .ive adjusted loads of steering boxes in the old days never a rack.

how bad is it that fluid is getting to that plug, should I be thinking about a new rack or is it just I should mark where I think I want the plug done up to and then seal her in

Ther should be no fluid at that plug im afraid only proper fix is a reconditioned rack moving the plug ist actualy a plug changes the rack and pinion adjustment
