Help identifying a throttle part

Bought myself a old escort van 1.8D for running around in, odd jobs in the garden and ferrying the dog about.

Needs a bit of TLC - Brakes are non existent so will be changing the master cylinder, discs, pads and checking over the callipers as one may be sticking. Back door didn't stay closed but that was an easy fix just needed to move the latch forward. Battery is totally shot. Could be doing with a good service and a few holes to patch up.

 

Not familiar with these engines I found poking about the engine the throttle body has a link/ damper broken on it. doesn't seem to affect the running of the van and when moving the lover bit as if it was attached doesn't seem to make any difference. can't seem to find the part on ebay, anyone know its correct name? what its purpose is?

I tried to join ford forums to ask but it wont let me for some reason so though i'd take a stab in the dark here.
