Strange noise at low and stationary HELP

Have a very strange noise moving the steering wheel while at low speeds eg doing a U-Turn or stationary.

There's two noises in the video. The wining noise is the issue I believe the squeaky noise is the tyres

Check the fluid level if its low look for signs of leaking also check tension of the belt .

The sound on the link is very low im sure you will need power steering fluid if you go to get some its red NOT the green watery stuff.

If a fluid top-up doesn't cure it, then the power steering pump will probably be knackered.
