Sounds out and out stupid to me. Accident avoidance isn't all down to braking. Keeping the same speed or even accelerating to move out of the way of something stationary can often be needed. Especially on the motorway, the car jamming it's brakes on could cause you to have a 40 ton truck makes itself familiar with the back of your head.

 

I'm all for technology to improve safety, but removing driver input can't be the way forward. Take airbags out and put a spike there instead and see how much better people drive!
