Non HID upgrade to HID on high beams?

Hi My 2005 JDM has poor high beams. I have tried upgrading the to the best legal xenon 150% brighter than standard.bulbs but still weak compared to low beams.

 

I am now trying to get info if I can install HID,s to a non hid high beam car ?

 

Anyone done that?
