Aereal holder

While waxing the car today I noticed that the aerial holder ( the black bit ) it's all scummy and it has some white stuff all around it which it doesn't come off. Any idea why and how to fix it?

 

While I'm here: For the first time today I waxed a car / my car using Auto glym stuff and now she's as good as new, also , :replaced aerrial with a 9cm aluminium one

It will be dried on wax. Just use a hard toothbrush and some fairy liquid (carefull not to get fairy on the body work as it will strip the wax). After that use some plastic restorer to make it all black and shiney again.
