NO heat from blower when stopped for a while

Guys was driving to work this morning and because of the snow traffic was moving very very slow.

 

I had heat then it just started blowing cold, it didn't start blowing hot again until I got moving over 20mph.

 

Could it be a air lock in the system? If so how do I check?
